Employer Skills Priorities

The Sector Skills Agreement process revealed the following employer skills priorities:

Management and Leadership

  • Development of frontline managers.

Productivity and Competitiveness

  • Supply chain development.
  • Continuous process improvement.
  • Reduction in New Product and Process Development and Implementation (NPPDI) time.

Technical Workforce Development

  • Upskilling from Level 2 to Level 3.
  • Improving craft supply at Level 3 through recruitment and upskilling of
  • current workforce.
  • Improving supply of technicians at Level 4 (Technician Engineers).
  • Tackling graduate skills deficits and increasing the number of graduates in the workforce to meet high value added requirements.

Manpower Planning and Recruitment

  • Tackling the inadequate supply of recruits to meet industry requirements due to demography and attractiveness of the sector.

Actions

Actions on skills priorities set out in the Sector Skills Agreement include:

  • Developing programmes to help managers become best in class in key skill areas.
  • Improving strategic and commercial leadership.
  • Extending National Occupational Standards in Business-Improvement. Techniques (B-IT) and generating relevant qualifications.
  • Increasing the capacity of providers to deliver and assess B-IT qualifications.
  • Embedding lean manufacturing processes in the supply chain.
  • Supporting the government’s Supply Chain Groups initiative.
  • Upgrading operator skills.
  • Increasing the number of adults and young people on Advanced Apprenticeship programmes.
  • Developing Foundation Degrees and getting them accepted as equal to academic degrees.
  • Supporting Higher Engineering Apprenticeship programmes and helping more providers to deliver them well.
  • Increasing the relevance of degree courses including sandwich courses.
  • Stepping up efforts to recruit women and members of ethnic minorities.
  • Researching ways of making the sector more attractive.
